FWIW, there is that group of women who go around NYC topless every weekend in the warmer months and camp out in different park to read (it's legal for women to be topless in public in New York). They kindly put up pictures of their outings on their website and Twitter account each week (and it's definitely worth checking out). But despite being in a city with millions of people of all races, they have never been sexually assaulted or harassed beyond a few leering men.

So, I definitely take objection with the apologists who say this is the kind of thing that men would do anywhere. It most certainly isn't. And it's not a racial or ethnic thing, either. It's a cultural thing, and in particular a cultural attitude that doesn't view women as equals.
